JOB DISCRIPTION:

Policy/by laws for soil and water conservation/soil survey in the Province.

Visit to the project areas and supervising/guidelines to the sub offices of the concerned District.

Ensuring sustainable Soil and Water Conservation resources, Rain water Harvesting.

Through implementation of Programme/projects relating to soil and water conservation / water harvesting.

Monitoring/supervision.

Coordination with field units, and other stake holders, field visits etc.

Coordination

Through meetings, developing lankages, sharing of experiences.

Budgeting.

 

Preparation of annual / revised and ADP Schemes, budget estimates for the Directorate of Soil Conservation/Soil Survey Khyber Pakhtunkhwa.

Spending of budget.

 

Spending of budget of the Directorate of Soil Conservation/Soil Survey as per G.F.R

Internal/external audit of the Directorate of Soil Conservation.

Conducting internal audit on six monthly bases regularly. Provision of record to the audit party of the Accountant General office during the audit.

Progress report.

 

Submitting monthly, quarterly, six monthly and annual reports of soil conservation and soil survey to the government.

Performance and Evaluation reports.

 

Writing of annual performance and evolution report for officers / officials serving in the Directorate.

Capacity building of field staff.

 

Arrangement of various on job trainings for the employees of the Department.

 

2.       

Director Soil Conservation Khyber Pakhtunkhwa.

Inventory of the Soil resources of the Province and its proper utilization.

Program / project planning, execution, providing technical’s gaudiness to field teams.

Survey of the areas.

 

Visits to project area and supervision of the working of the team of soil survey in the field.

Coordination

With Director General Soil Conservation and other stake holders.

Monitoring/supervision.

Visits to project area and supervision of team of soil survey working in the field.

Budgeting.

 

Preparation of annual/revise budget estimate for the Directorate of Soil Survey.

Spending of budget.

 

Spending the budget relating to soil survey as per G.F.R.

Internal/external audit of the Directorate of Soil Survey.

 

Conducting internal audit on six monthly basis and providing record to audit party of the A.G, office during audit.

Progress report.

 

Submission of monthly, quarterly, six monthly and annual reports to Director General Soil Conservation, office.

Performance and Evaluation reports.

 

Writing of Performance and Evaluation Reports for officers / officials working in the directorate of Soil Survey.

Capacity building of field staff.

 

Arrangement of various job training for the employees of this directorate.

4.       

Deputy Director Soil Conservation

Preparation of cases for sanction of soil conservation work relating ADP/Non ADP schemes for Deputy Director/Director Soil Conservation.

 

Checking of estimates and sketches/drawings as per standing instructions

 

 

Supervision/ Monitoring

 

Fields inspection through visits to check quantity and quality the soil conservation works as per approved drawing and specification. Also verifying from beneficiaries, ratifying deficiencies if any for timely correction

 

 

 

Budget preparation

 

Preparation of annual budget for the non-development side

 

Internal and External Audits

 

Periodic internal audit of accounts of districts officers. Providing necessary records for external audits.

 

5.       

Deputy Director Planning.

To indentify development need for various progress/projects

Preparation and submission of concept papers to Director/Director General Soil Conservation Khyber Pakhtunkhwa.

Approval of developmental schemes/projects from the competent forum.

Preparation, approval and analysis of PC-I and submission to the approving forum.

Resources mobilization for developmental projects.

Indentifying Donors, Government resources through coordination/meeting for the developmental projects.

Monitoring and evaluation of developmental schemes.

Inspection/Tour, Interview with beneficiaries etc.

Periodical progress of developmental/non developmental schemes.

Monthly / quarterly six month and annual reports preparation.

Coordination with the District offices.

Arrangement of meeting with Director General/Director Soil Conservation on monthly basis.

Any other duty assigned by the Director General / Director Soil Conservation Khyber Pakhtunkhwa.

Any duty except the above is strictly followed.

6.       

Deputy Director Soil Survey.

Inventory of the Soil resources of the Province and its proper utilization.

Program / project planning, execution, providing technical’s gaudiness to field teams.

Survey of the areas.

 

Visits to project area and supervision of team of soil survey working in the field.

Monitoring/supervision.

Visits to project area and supervision of team of soil survey working in the field.

Progress report.

 

Submission of monthly, quarterly, six monthly and annual reports.

7.       

District Officer Soil Conservation

Soil and Water Conservation/ Water Harvesting .

Programme / Project implementation at District level.

Coordination.

With Director Soil Conservation, farmers, and other Government Departments.

Budget/sanction.

According sanction for various schemes / referring sanction cases of soil conservation works to Director Soil Conservation.

Quality control.

Through proper inspection / monitoring of woks in the field.

Reporting.

Through proper reports to the Director Soil Conservation Office.

8.       

Soil Conservation Assistant.

Technical feasibility.

Through field visits / observations, checking of revenue record for owner ship of the land.

Sanction of estimates.

Preparation of layout, sketches, and rough cost estimates according to Engineering designs for sanction of the competent forum.

Execution / supervision.

Through guiding the field staff, frequent visits to field.

Completion reports.

Maintaining completion reports / work register of each soil conservation works.

 

9.       

Soil Survey research Officer/ Assistant Soil Survey research Officer.

Survey of the areas.

 

Visits to project area, general observation of the area regarding met data, soil charactics, slope, ph, water logging, salinity, crop cover etc.

Preparation of initial map regarding the project area

Physical observation of soil charactics, digging of pits, collecting of samples, analyses of samples.

Putting of these information’s on a map.

Comparison of the initial and final map.

Describing of soil series, class etc.

 

10.   

Assistant Accounts Officer.

All types of correspondence relating to budget and audit.

Drawing and disbursing officer of Head Quarter office for the non developmental/developmental fund, provincial government.

All sanction regarding purchase and disposal of stock and store etc relating to Head Quarter and subordinate offices financial/administrative sanction on behalf of Director General Soil Conservation Khyber Pakhtunkhwa.

11.   

Administrative Officer.

Supervision of all kind of office works.

To maintain leave account.

Scrutiny of all kind of sanction etc.

To maintain Performance of Evaluation Reports.

12.   

Office Superintendent

All kind of Estt; Works.

All kind of audit cases/paras.

Preparation of working paper for recruitment, transfer, promotion cases, disciplinary action for approval to Director General/Director Soil Conservation Khyber Pakhtunkhwa, through Dy. Director Soil Conservation.

Scrutiny of T.A.Bills.

To maintain Performance of Evaluation Reports.

To maintain service books of staff.

 

13.   

Stenographer

All kind of Typing works.

Preparation of T.T.Programme, tour diary/T.A.Bill and inspection notes of Director General/Director/Deputy Director Soil Conservation, Khyber Pakhtunkhwa, Peshawar.

Enquiry cases.

To attend telephone call duty/fax machine

Keeping record of telephone/fax machine.

 

14.   

Auditor/Senior Clerk

Internal audit of sub-offices etc.

General duty of typing.

Scrutiny of D.R.R of vehicles (sub-offices)

Selection of physical site for Soil Conservation Works.

Preparation of Estimate of Soil Conservation Works.

Supervision of Soil Conservation Works till the completion.

Internal audit of sub-offices and correspondence relating thereof.

General duty of typing.

Scrutiny of D.R.R of vehicles.

Store Keeper

Maintenance of store/stock.

Collection of stationery from Govt. printing press and local market.

Purchase of store/stock articles and spare parts of vehicles.

General duty assigned by the Director General Soil Conservation KP, Peshawar.

21.   

Driver

Performance driving duties with Director General/Director/Deputy Director of Soil Conservation and Director Soil Survey/Deputy Director Soil Survey for inspection of Soil Conservation Works/Soil Survey.

22.   

Field Watcher/Khlasi.

Watching the Soil Conservation Structure in the field area.

23.   

Naib Qasid

Collection and delivery of office Dak.

Watching the office building and vehicles etc.

Delineation of maps on different scales, showing information’s regarding soil properties.
